Sectors — Climate
Climate action is moving from commitments to markets, finance and resilience.
Countries have agreed to mobilise at least US$1.3 trillion a year in climate finance by 2035, carbon markets are taking shape under the Paris Agreement, and adaptation has become urgent. The UAE, host of COP28, is turning its climate commitments into law, finance and new markets.
Where the sector is heading
01
Climate finance scales up
Global view
At COP30 in Belém, countries agreed to mobilise at least US$1.3 trillion a year in climate finance by 2035 and to triple adaptation finance over the same period.

ALTÉRRA, the US$30 billion climate investment vehicle launched by the UAE at COP28, aims to mobilise US$250 billion globally by 2030.
02
Adaptation and resilience become urgent
Global view
Developing countries will need around US$310 to 365 billion a year for adaptation by 2035, while international public adaptation finance reached just US$26 billion in 2023.
UAE lens
The UAE launched a Health Sector Climate Adaptation Plan for 2026 to 2031, tackling heat, humidity, dust and air quality, alongside its Water Security Strategy 2036.
03
Carbon markets and accountability
Global view
The first carbon credits under the Paris Agreement’s new UN-backed crediting mechanism (Article 6.4) were approved in February 2026, a milestone for international carbon markets.
UAE lens
Since May 2025, the UAE’s climate law requires public and private companies to measure, report and reduce their emissions, with fines of up to AED 2 million. Abu Dhabi also hosts ACX, a regulated carbon exchange and clearing house in ADGM.
04
Ambition creates demand for solutions
Global view
Climate tech venture and growth investment reached US$40.5 billion in 2025, up 8%, with most of the largest deals going to energy security and resilience.
UAE lens
The UAE’s latest national climate pledge targets a 47% cut in greenhouse gas emissions by 2035 compared with 2019, creating demand for solutions across every sector.
How innovation will shape it
The role of AI and emerging tech
AI and digital tools are making climate action measurable, financeable and faster to scale, from tracking emissions to anticipating heat, water and extreme weather risks.
- Measuring, reporting and verifying emissions across operations and supply chains
- Modelling climate risks such as extreme heat, water stress and flooding
- Satellite and AI tools that verify nature-based and carbon credit projects
- Climate fintech and insurance that make resilience projects easier to finance
- Water-efficient agriculture, cooling and desalination solutions for hot climates
The role of talent
Skills for the next economy
Global view
As climate rules tighten and finance grows, organisations everywhere need people who can measure emissions, assess climate risk and structure green finance.
UAE lens
With mandatory emissions reporting under the UAE’s climate law, demand is growing for carbon accounting, sustainability and climate finance skills.
The sector needs analysts, engineers, climate finance professionals and entrepreneurs, and young people ready to turn climate ambition into solutions.
